Philip DeCosse

Bangladesh Chief of Party Chemonics International

Philip DeCosse is Chief of Party of the Bangladesh Feed the Future Horticulture, Fruits, and Non-Food Crops Activity.  An agricultural economist, he brings 30 years of experience as a development professional, in recent years as Senior Vice President for the West and Central Africa and Haiti business unit at Chemonics and then as Sr Director of the newly created Evidence & Learning Team. Since February 2023, he has been Chief of Party in Bangladesh. He has worked with partner governments, USAID, and the World Bank to strengthen national agricultural and natural resource statistical surveys, consulted on innovative monitoring and impact measurement approaches, and designed and delivered training in monitoring and evaluation for agriculture and natural resource projects. He served as a Chief of Party on two other USAID-funded programs: the Co-Management of Tropical for Resources (Nishorgo) project in Bangladesh and the Environmental Management Support project in Madagascar.  Philip holds a bachelor’s degree in philosophy and English from Georgetown University and a master’s degree in agricultural economics from the University of Wisconsin–Madison.
