The investment in standalone irrigation is huge and many governments are not in the position to provide such financing. What really remain, if we want to make a big impact, is to overcome water shortage in rainfed farming. This could be done through the combination of rainfed and irrigation (using harvested rainfall water, surface, or ground water).
