Increasing Feed the Future Impacts through Targeted Gender Integration

This webinar from the USAID Bureau for Food Security (BFS) re-introduced the Gender Integration Framework (GIF) as a tool to advance program design that promotes the Feed the Future objectives of improved agricultural productivity and inclusive agricultural growth through women’s economic empowerment.

The Gender Integration Framework facilitates a process to strategically examine programmatic needs and progress across key dimensions that contribute to women’s empowerment in agriculture. The GIF builds on the logic and results of the Women’s Empowerment in Agriculture Index (WEAI), which tracks women’s empowerment and gender parity across five domains (production, resources, income, leadership, and time use).

The GIF is designed to be used by USAID Missions, Feed the Future team leads, agriculture officers, gender advisors, monitoring and evaluation specialists, USAID implementing partners, and the broader development community to identify problems and constraints to achieving their desired outcomes for increasing women’s empowerment in the agriculture sector; consider programming approaches to best address constraints; and think through the indicators needed to track progress in tackling those constraints.

BFS staff began the webinar by reviewing the WEAI and GIF tools. Next, program examples from USAID/Bangladesh were used to illustrate how the Mission employed the WEAI to drive their current programming to reach their own goals. BFS technical advisors answered participants' questions throughout the webinar, both verbally and via the chat box.

Emily Hogue

Emily Hogue is Team Leader for Monitoring, Evaluation, and Learning with the USAID Bureau for Food Security. Prior to working in BFS, she served as the Desk Officer for El Salvador and ECAM, and later for Guatemala and Honduras, in the Central America and Mexico Office of the Bureau for Latin America and the Caribbean. Before joining USAID, Hogue completed a PhD in Comparative Sociology with a specialization in Anthropology; her dissertation research was an evaluation of the impacts of World Vision economic development programs in Peruvian indigenous communities. Additionally, she has conducted original research on topics such as low-income families’ utilization of social services with U of Chicago, women’s involvement in economic growth in southern Chile, and ethnic identities and development in the Andes. She worked as a development consultant on disaster management for Habitat for Humanity Caribbean and on economic growth for World Vision Chile. Prior to development consulting, she taught English at the Universidad San Francisco de Quito in Ecuador, taught Spanish at Anderson University in Indiana, and served in the AmeriCorps. She holds an M.A. in Sociology and a B.A. in Spanish and English.

Krista Jacobs

Krista Jacobs is a Gender Advisor in USAID/BFS and development economist whose work focuses on gender, food security, and assets. Current and recent work includes advising agricultural projects on gender integration, program evaluation, developing methods to measure women’s and men’s land and asset rights, building gender capacity of community-based programs, and building the monitoring and evaluation capacity of local civil-society organizations. Her work has focused in East and West Africa. Dr. Jacobs holds a PhD in Agricultural and Resource Economics from the University of California, Davis.

Farzana Ramzan

Farzana Ramzan is a Monitoring and Evaluation Specialist with the Bureau for Food Security/Feed the Future at USAID. Farzana serves as the ​technical advisor for most of the East Africa portfolio, including Tanzania, Ethiopia, Kenya, Rwanda, the Democratic Republic of Congo and South Sudan ​, and oversees the Women's Empowerment in Agriculture Index portfolio​. Prior to that, ​Farzana​ served as the ​technical advisor for Asia focus countries, including Bangladesh, Cambodi​a and Nepal​. ​Before joining the Bureau for Food Security, Farzana participated in monitoring and evaluation assignments in South Africa and the United States for poverty reduction, microfinance and gender programs. Farzana was the recipient of a fellowship from the Brooks World Poverty Institute at the University of Manchester to pursue her doctorate. She employed quantitative and qualitative data collection methods and analyses on food insecurity, agricultural development and gender in Tanzania. Farzana was also a research associate at the Sokoine University of Agriculture in Tanzania, and a visiting research student at the University of Wisconsin in Madison where she worked with the BASIS Research Program on Poverty, Inequality and Development. Farzana received her Masters degree in International Affairs from the New School, concentrating on socioeconomic development in sub-Saharan Africa.

Sara Calvert

USAID Bureau for Food Security

Sara Calvert is a Country Support Officer in USAID/BFS, backstopping the FTF programs in South and Central Asia. In her six years with USAID, she has also worked in the Program Office in both the Bangladesh and Nicaragua missions, focusing on budget, monitoring and evaluation, outreach and communications and geographic information systems. Before joining USAID, she worked for six years in the NGO sector, for Catholic Relief Services and Counterpart International, managing agriculture, food security and livelihoods programs in Timor Leste, Liberia, Indonesia, the Philippines and Sri Lanka. In addition, she had several stints with the US Department of Agriculture - Agricultural Research Service, managing the Brazil-US scientist exchange program and supporting research projects in Washington State and Hawai'i. She was a Peace Corps volunteer agriculture extensionist in Honduras. She holds a BS degree in Tropical Horticulture from the University of Hawai'i and an MS degree in Environmental Science from Washington State University.
